Statement on Engagements with the Military Junta, New Investments, and Economic and Infrastructure-Related Agreements in Myanmar

1. In light of the ongoing political situation in Myanmar, the National Unity Government (NUG) hereby articulates its position regarding engagements by neighbouring countries, international partners, and organizations that may be constructed as reflecting a partnership with the terrorist military coup leader, as well as concerning the undertaking of new investments and the conclusion of economic and infrastructure-related agreements in Myanmar.

2. The National Unity Government attaches great importance to safeguarding Myanmar’s sovereignty, promoting regional stability, and fostering its relations with the international community, including neighbouring countries, on the basis of mutual respect.

3. Myanmar’s long-term stability, economic development, and the establishment of a secure environment for investment depend upon the emergence of a legitimate and accountable system of governance that reflects the will of the people. Efforts to prioritize engagement with the military junta, which continues to seek political legitimacy through a sham electoral process, will not contribute to resolving Myanmar’s multifaceted crisis. On the contrary, such engagement risks emboldening the junta and exacerbating its continued campaign of violence and repression.

4. The National Unity Government further underscores the importance of respecting and upholding the fundamental principles enshrined in the Charter of the United Nations, including the principle of equal rights and self-determination of peoples, the sovereign equality of states, and non-intervention in matters that are essentially within the domestic jurisdiction of a state.

5. The National Unity Government also emphasizes that international investment should be guided by the principles of transparency, accountability, respect for human rights, and due consideration of the interests of the local communities concerned.

6. Under the present circumstances, any economic and investment agreements concluded with the military junta lack democratic legitimacy, adequate public consultation, and oversight by independent institutions. As a result, such arrangements may be subject to significant legal, financial, and operational risks, both now and in the future.

7. The National Unity Government welcomes mutually beneficial cooperation with all international partners, including neighbouring countries, in areas of shared interest such as promoting border stability and addressing transnational crime, and expresses its readiness to foster relations that respect the will of the people of Myanmar and contribute to a peaceful, prosperous, and stable future for the country and the region.

၁။ အမျိုးသားညီညွတ်ရေးအစိုးရသည် မြန်မာနိုင်ငံ၏ လက်ရှိနိုင်ငံရေးအခြေအနေများနှင့် ဆက်စပ် ၍ အိမ်နီးချင်းနိုင်ငံများ၊ နိုင်ငံတကာမိတ်ဖက်နိုင်ငံများနှင့် အဖွဲ့အစည်းများအနေဖြင့် အကြမ်းဖက် အာဏာသိမ်း စစ်ခေါင်းဆောင်နှင့် မိတ်ဖက်သဘောဆောင်သည့် ဆက်သွယ်ကူးလူးဆက်ဆံဆောင်ရွက် မှုများ လုပ်ဆောင်ခြင်း၊ မြန်မာနိုင်ငံအတွင်း ရင်းနှီးမြှုပ်နှံမှုအသစ်များ ဆောင်ရွက်ခြင်း၊ စီးပွားရေးနှင့် အခြေခံအဆောက်အအုံဆိုင်ရာ သဘောတူညီချက်များ ချုပ်ဆိုခြင်းတို့နှင့် ပတ်သက်၍ အောက်ပါအတိုင်း သဘောထားထုတ်ပြန်အပ်ပါသည်။

၂။ အမျိုးသားညီညွတ်ရေးအစိုးရသည် မြန်မာနိုင်ငံ၏ အချုပ်အခြာအာဏာ၊ ဒေသတွင်း တည်ငြိမ် ရေးနှင့် အိမ်နီးချင်းနိုင်ငံများအပါအဝင် နိုင်ငံတကာအသိုက်အဝန်းနှင့် အပြန်အလှန် လေးစားမှုအပေါ် အခြေခံသော ဆက်ဆံရေးကို အလေးထားပါသည်။

၃။ မြန်မာနိုင်ငံ၏ ရေရှည်တည်ငြိမ်ရေး၊ စီးပွားရေးဖွံ့ဖြိုးတိုးတက်ရေးနှင့် ရင်းနှီးမြှုပ်နှံမှုများအတွက် လုံခြုံစိတ်ချရမှုရှိစေရေးတို့သည် ပြည်သူလူထု၏ ဆန္ဒနှင့် ကိုက်ညီသော၊ တာဝန်ယူမှုနှင့် တရားဝင်မှု ရှိသော အုပ်ချုပ်ရေးစနစ်တစ်ရပ် ပေါ်ပေါက်လာခြင်းအပေါ် မူတည်လျက်ရှိပါသည်။ အတုအယောင် ရွေးကောက်ပွဲကိုအခြေခံပြီး တရားဝင်မှု ရရှိရန်ကြိုးစားနေသည့် စစ်အုပ်စုကို အလေးပေးဆက်ဆံခြင်း သည် တိုင်းပြည်၏ လက်ရှိပြဿနာများ ပြေလည်စေရေးကို ဦးတည်ခြင်းမရှိဘဲ အကြမ်းဖက်စစ်အုပ်စု၏ အကြမ်းဖက်ရက်စက်မှုများကို ပိုမိုဆိုးရွားစေရန် အားပေးသကဲ့သို့ ဖြစ်စေပါသည်။

၄။ ကုလသမဂ္ဂပဋိညာဉ်စာတမ်းပါ ပြည်သူများ၏ ကိုယ်ပိုင်အနာဂတ်ကို လွတ်လပ်စွာ ဆုံးဖြတ်ပိုင် ခွင့်၊ အချုပ်အခြာအာဏာ တန်းတူညီမျှမှုနှင့် ပြည်တွင်းရေးတွင် ဝင်ရောက်စွက်ဖက်မှု မပြုရေး အခြေခံမူ များကို လေးစားလိုက်နာရန် အရေးကြီးကြောင်းကိုလည်း အလေးအနက်ထား ထောက်ပြလိုပါသည်။

၅။ ထို့အပြင် နိုင်ငံတကာ ရင်းနှီးမြှုပ်နှံမှုများသည် ပွင့်လင်းမြင်သာမှု၊ တာဝန်ယူမှု၊ လူ့အခွင့်အရေးကို လေးစားမှုနှင့် သက်ဆိုင်ရာ ဒေသခံပြည်သူများ၏ အကျိုးစီးပွားကို ထည့်သွင်း စဉ်းစားမှုတို့အပေါ် အခြေခံ ဆောင်ရွက်သင့်ပါသည်။

၆။ လက်ရှိအခြေအနေအရ မြန်မာနိုင်ငံအတွင်း စစ်အုပ်စုနှင့် ချုပ်ဆိုသည့် စီးပွားရေးနှင့် ရင်းနှီးမြှုပ်နှံ မှုဆိုင်ရာ သဘောတူညီချက်များသည် ပြည်သူလူထု၏ကိုယ်စားပြုမှု၊ လုံလောက်သော အများပြည်သူ ဆိုင်ရာ တိုင်ပင်ဆွေးနွေးမှုနှင့် လွတ်လပ်သော အဖွဲ့အစည်းများ၏ ကြီးကြပ်စောင့်ကြည့်မှုတို့ ကင်းမဲ့ လျက်ရှိရာ ဥပဒေရေးရာ၊ ဘဏ္ဍာရေးနှင့် လုပ်ငန်းလည်ပတ်ရေးဆိုင်ရာ အန္တရာယ်များ ဖြစ်ပေါ်နိုင်ကြောင်း သတိပြုစေလိုပါသည်။

၇။ အမျိုးသားညီညွတ်ရေးအစိုးရသည် အိမ်နီးချင်းနိုင်ငံများအပါအဝင် နိုင်ငံတကာမိတ်ဖက် အားလုံး နှင့်အတူ နယ်စပ်ဒေသတည်ငြိမ်ရေးနှင့် နိုင်ငံဖြတ်ကျော်ရာဇဝတ်မှုများကို ကိုင်တွယ်ဖြေရှင်းရေးတို့ အပါအဝင် အပြန်အလှန် အကျိုးဖြစ်ထွန်းစေမည့် ပူးပေါင်းဆောင်ရွက်မှုများကို ကြိုဆိုလျက်ရှိပြီး မြန်မာ ပြည်သူလူထု၏ ဆန္ဒ၊ ဒေသတွင်းငြိမ်းချမ်းရေးနှင့် ရေရှည်တည်ငြိမ်ရေးတို့ကို အထောက်အကူပြုမည့် ဆက်ဆံရေးများ တည်ဆောက်မြှင့်တင်သွားရန် အသင့်ရှိကြောင်း သဘောထားထုတ်ပြန်အပ်ပါသည်။

၁။ ၂၀၂၆ ခုနှစ်အတွက် UNDP/ UNFPA/ UNOPS အမှုဆောင်ဘုတ်အဖွဲ့၏ နှစ်ပတ်လည်အစည်းအဝေး ကို နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်၌ ၂၀၂၆ ခုနှစ်၊ ဇွန်လ ၈ ရက်နေ့မှ ၁၁ ရက်နေ့အထိ ကျင်းပပြုလုပ်လျက်ရှိ ပြီး ၁၀-၆-၂၀၂၆ ရက်နေ့ နံနက်ပိုင်းတွင် ပြုလုပ်သော ကုလသမဂ္ဂဖွံ့ဖြိုးမှုအစီအစဉ် (UNDP) အုပ်ချုပ်ရေးမှူးနှင့် အပြန်အလှန်ဆွေးနွေးမှုအစီအစဉ်၌ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းလည်း ပါဝင်ဆွေးနွေး မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။

၂။ ပြောကြားခဲ့သည့် မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ မိန့်ခွန်းတွင် အောက်ပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) UNDP ၏ မဟာဗျူဟာစီမံကိန်းသစ် (Strategic Plan) နှင့် ၎င်းစီမံကိန်း အကောင်အထည်ဖော်မှုကို အရှိန်မြှင့်တင်ရန် ချမှတ်ထားသည့် အဓိကဦးစားပေးလုပ်ငန်းစဉ် (၅) ရပ် (five flagships) တို့ကို အပြည့်အဝ ထောက်ခံအားပေးကြောင်းကို ထပ်လောင်းအတည်ပြုပါကြောင်း၊ တရားမဝင် စစ်အာဏာသိမ်းမှုနောက်ပိုင်း မြန်မာနိုင်ငံအတွက် အထူးအရေးပါသည့်အချက်မှာ ပဋိပက္ခနှင့် ထိခိုက်လွယ်သော အခြေအနေများ (crisis and fragile settings) တွင် UNDP ၏ လုပ်ငန်း ဆောင်ရွက်မှုများကို ပြန်လည်အားကောင်းလာစေရေး ဖြစ်ပါကြောင်း၊

(ခ) အဆိုပါအရေးနှင့်စပ်လျဉ်း၍ အောက်ပါအချက် (၃) ချက်ကို အလေးထား ပြောကြားလိုပါကြောင်း၊

- ပထမဆုံးအချက်အနေဖြင့် ရပ်ရွာလူထု၏ အခက်အခဲများကို ခံနိုင်မှုစွမ်းရည် (community resilience) တည်ဆောက်နိုင်ရေး ဖြစ်ပါကြောင်း၊ မြန်မာနိုင်ငံတစ်ဝန်းရှိ ရပ်ရွာလူထုများသည် ရာသီဥတုဆိုင်ရာ ထိခိုက်မှုများနှင့် သဘာဝဘေးအန္တရာယ်များ၏ ဒဏ်ကိုသာမက စစ်အာဏာ သိမ်းစစ်အုပ်စု၏ အရပ်သားပြည်သူများအပေါ်ခွဲခြားခြင်းမရှိ တိုက်ခိုက်ပြုလုပ်လျက်ရှိသည့် လေကြောင်းတိုက်ခိုက်မှုများ၊ ဗုံးကြဲတိုက်ခိုက်မှုများ၊ ကျေးရွာများကို မီးရှို့ဖျက်ဆီးမှုများနှင့် ရက်စက်ကြမ်းကြုတ်သော အကြမ်းဖက်မှုများအပါအဝင် ရပ်ရွာဒေသများပါမကျန် မီးရှို့ ဖျက်ဆီးသည့် မူဝါဒ (scorched-earth policies) ၏ ဒဏ်ကိုပါ ခံစားနေကြရပါကြောင်း၊

- ဤသို့သောအခြေအနေအောက်တွင် ကြိုတင်ကာကွယ်ရေးနည်းလမ်းများနှင့် ဆန်းသစ် တီထွင် သောနည်းလမ်းများမှတစ်ဆင့် ရပ်ရွာလူထု၏ ခံနိုင်မှုစွမ်းရည်ကို မြှင့်တင်ဆောင်ရွက်ခြင်းသည် မဟာဗျူဟာအရ မရှိမဖြစ် လိုအပ်ချက်တစ်ရပ် ဖြစ်လာသည်မှာ ထင်ရှားပါကြောင်း၊

- ကြိုတင်သတိပေးစနစ်များ (early warning systems) သည် ထိခိုက်လွယ်မှုများ လျော့ပါး စေပြီး၊ အထူးသဖြင့် မြန်မာနိုင်ငံ၏ ပဋိပက္ခဒဏ်ခံဒေသများတွင် သဘာဝဘေး အန္တရာယ် များနှင့် လူတို့ဖန်တီးသည့်ဘေးအန္တရာယ်များနှစ်ရပ်စလုံးမှ အရပ်သားပြည်သူများကို ကာကွယ်ပေးနိုင်သည့် အသက်ကယ်ကိရိယာများအဖြစ် အသွင်ပြောင်းလဲ အသုံးချနိုင်သည်ဟု ယုံကြည်ရှုမြင်ပါကြောင်း၊

- ဒုတိယအချက်အနေဖြင့် လူငယ်များအပေါ် ရင်းနှီးမြှုပ်နှံမှုများကို ပေါင်းစပ်ထည့်သွင်း ဆောင်ရွက်ရေး ဖြစ်ပါကြောင်း၊ UNDP အစီအရင်ခံစာ၏ ဖော်ပြချက်အရ မြန်မာ့လူငယ်များ သည် အသက်မွေးဝမ်းကျောင်းလုပ်ငန်းများနှင့် ပညာရေးကဏ္ဍများ၌ ထိခိုက်မှုများကို တွေ့ကြုံနေရရုံမျှမက ၎င်းတို့၏ လူငယ်လိုအင်ဆန္ဒများကို အကောင်အထည်ဖော်ရရှိနိုင်မှု ကင်းမဲ့နေခြင်း၊ ကြောက်လန့်မှုကင်းကင်းဖြင့် ရှင်သန်နိုင်ခွင့် ကင်းမဲ့နေခြင်း၊ လူ့ဂုဏ်သိက္ခာနှင့်အညီ ရှင်သန် ရပ်တည်နိုင်ခွင့် ကင်းမဲ့နေခြင်းတို့ကို ရင်ဆိုင်ကြုံတွေ့နေကြရပါကြောင်း၊

- ယခုအခါ မြန်မာနိုင်ငံသည် မျိုးဆက်တစ်ဆက်လုံး ဆုံးရှုံးရမည့် ကြီးလေးသော အန္တရာယ်နှင့် ရင်ဆိုင်နေရပါကြောင်း၊

- သို့ဖြစ်ရာ အနာဂတ်မျိုးဆက်များအပေါ် ရင်းနှီးမြှုပ်နှံပြီး ၎င်းတို့၏ အလားအလာ စွမ်းရည်များကို အပြည့်အဝ ဖော်ထုတ်ပေးခြင်းမရှိဘဲ ဖွံ့ဖြိုးတိုးတက်မှုကို ဖော်ဆောင်နိုင်မည် မဟုတ် ပါကြောင်း၊ စီးပွားရေးနှင့် ပညာရေးအခွင့်အလမ်းများ၊ အသက်မွေးဝမ်းကျောင်း ပညာသင်တန်းများ၊ စိတ်ကျန်းမာရေးနှင့် စိတ်ပိုင်းဆိုင်ရာနှင့် လူမှုရေးဆိုင်ရာ ပံ့ပိုးကူညီမှု (psychosocial support) တို့တွင် ရင်းနှီးမြှုပ်နှံခြင်းဖြင့် လူငယ်များအနေဖြင့် နိုင်ငံ့အနာဂတ် ပုံဖော်တည်ဆောက်ရာတွင် တက်ကြွစွာ ပါဝင်ဆောင်ရွက်နိုင်ရေး အထောက်အကူပြုနိုင်မည် ဖြစ်ပါကြောင်း၊

- တတိယအချက်အနေဖြင့် လူသားချင်းစာနာထောက်ထားမှု-ဖွံ့ဖြိုးရေး-ငြိမ်းချမ်းရေး ပေါင်းစပ်ချိတ်ဆက်မှု (humanitarian-development-peace nexus) ခိုင်မာအားကောင်းစေရေး ဖြစ်ပါကြောင်း၊ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ တုံ့ပြန်ဆောင်ရွက်မှုများကို ဖွံ့ဖြိုးရေး လုပ်ငန်းများနှင့် ပေါင်းစပ်ဆောင်ရွက်ရာတွင် ဒေသခံဦးဆောင်မှုကို မြှင့်တင်ပေးရုံ သာမက ငြိမ်းချမ်းရေးကို စိတ်ရင်းမှန်ဖြင့် ခိုင်မာစွာ ကတိပြုဆောင်ရွက်နေသည့် သက်ဆိုင်ရာအဖွဲ့ အစည်းများကိုပါ ပံ့ပိုးကူညီရန် စဉ်ဆက်မပြတ် ကြိုးပမ်းအားထုတ်မှုများ လိုအပ်ပါကြောင်း၊

(ဂ) အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် မြန်မာနိုင်ငံရှိ အဓိက တိုင်းရင်းသားဒီမိုကရေစီ အင်အားစုများ သည် ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စု ပေါ်ထွန်းရေး ဦးဆောင်ကောင်စီ (SCEF) မှတစ်ဆင့် ပူးပေါင်းညှိနှိုင်းဆောင်ရွက်လျက်ရှိရာ နိုင်ငံတွင် ရေရှည်တည်တံ့သောငြိမ်းချမ်းရေးနှင့် တည်ငြိမ် ရေးရရှိရန် နိုင်ငံတော်တည်ဆောက်ရေးလုပ်ငန်းစဉ် (state building) ကို အကောင်အထည် ဖော်ဆောင်နေသည့် အဆင့်သို့ ရောက်ရှိနေပြီဖြစ်ကြောင်း ထင်ရှားစွာ ဖော်ပြလျက်ရှိပါကြောင်း၊

(ဃ) နိဂုံးချုပ်အနေဖြင့် ဖွံ့ဖြိုးတိုးတက်မှုသည် လုံခြုံရေး၊ တည်ငြိမ်ရေး၊ စီးပွားရေးဖွံ့ဖြိုးတိုးတက်မှု၊ လူမှုစည်းလုံးညီညွတ်မှုနှင့် ယုံကြည်မှုတို့နှင့် ခွဲခြား၍မရဆိုသည့် (UNDP) အကြီးအကဲ၏ ပြောကြားချက်ကို ထပ်ဆင့်အလေးပေး ပြောကြားလိုပါကြောင်း၊

(င) ဖျက်ဆီး အကြမ်းဖက်လျက်ရှိသော အကြမ်းဖက်စစ်အုပ်စုသည် မြန်မာနိုင်ငံတွင် ငြိမ်းချမ်းရေးနှင့် ဖွံ့ဖြိုးတိုးတက်ရေး တည်ဆောက်ရန် စစ်မှန်သော အခန်းကဏ္ဍလည်းမရှိ၊ ဆန္ဒလည်း မရှိ ကြောင်းကို အထင်အရှား တွေ့မြင်နိုင်ပါကြောင်း၊

(စ) သို့ဖြစ်ပါ၍ စစ်အာဏာရှင်စနစ် ချုပ်ငြိမ်းရေးနှင့် မည်သူ့ကိုမျှ ချန်လှပ်ထား၍မရသော ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စု တည်ဆောက်ရေးအတွက် မြန်မာပြည်သူများနှင့် ၎င်းတို့၏ ကြိုးပမ်း ဆောင်ရွက်မှုများကို ပံ့ပိုးကူညီကြပါရန် နိုင်ငံတကာအသိုက်အဝန်းအား တိုက်တွန်းအပ်ပါကြောင်း။

၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးမှုနှင့်ပတ်သက်၍ UNDP အုပ်ချုပ်ရေးမှူးက UNDP အနေဖြင့် ပြည်သူများနှင့်အတူ ဒေသန္တရအဆင့်တွင် အဓိကထား ဆောင်ရွက်လျက်ရှိပြီး အကျပ်အတည်းကြားမှ ရှင်သန်ရပ်တည်နေကြရသော ပြည်သူများထံ ဒေသန္တရအဆင့် ဝန်ဆောင်မှုများ အစဉ်တစိုက်ရောက်ရှိစေရေး အစွမ်းကုန် ကြိုးပမ်းလျက်ရှိပါကြောင်း၊ မြန်မာနိုင်ငံတွင် UNDP နှင့် ကုလသမဂ္ဂ အရင်းအနှီး ဖွံ့ဖြိုးရေး ရန်ပုံငွေအဖွဲ့ (UNCDF) တို့၏ ပူးပေါင်းဆောင်ရွက်မှုသည် မည်သို့ပင် ခက်ခဲသောအခြေအနေတွင်ဖြစ်စေ အသေးစား စီးပွားရေးလုပ်ငန်းများအား ငွေကြေးပံ့ပိုးရန် လိုအပ်ကြောင်း သက်သေပြနေသည့် သာဓကကောင်းတစ်ရပ် ဖြစ်ပါကြောင်း၊ UNDP က ထူထောင်ထားသည့် အမေရိကန်ဒေါ်လာ ၃ ဒသမ ၂ သန်းတန် ချေးငွေအစီအစဉ်ဖြင့် အသေးစား လုပ်ငန်းပေါင်း ၆,၀၀၀ ကျော်ကို ပံ့ပိုးကူညီနိုင်ခဲ့ပြီး၊ ယင်းတို့အနက် ၈၀ ရာခိုင်နှုန်းမှာ အမျိုးသမီးများ ဦးဆောင်စီမံနေသော လုပ်ငန်းများ ဖြစ်ပါကြောင်း ပြန်လည်ဖြေကြားခဲ့ပါသည်။

Intervention by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations during the Interactive Dialogue with the UNDP Administrator at the Annual Session 2026 of the Executive Board of UNDP/ UNFPA/ UNOPS
(New York, 10 June 2026)

Mr. President, Mr. Administrator,

I wish to begin by thanking you for your comprehensive remark. I also thank the Members of the Executive Board for their tireless efforts.

Myanmar aligns itself with the statement delivered by the LDC and the G77 and China.

We reaffirm our full support to the new UNDP Strategic Plan, including five flagships to accelerate its implementation.

Of particular importance to Myanmar, following the illegal military coup, is revitalizing UNDP’s work in crisis and fragile settings.

In this regard, I wish to underscore the following three points:

First, build community resilience: communities across Myanmar are suffering not only from climate shocks and natural disasters, but also from scorched-earth policies, including indiscriminate airstrikes, bombings, burning villages and ruthless violence against civilians by the military junta.

Against this backdrop, fostering community resilience through preventive and innovative measures has clearly become a strategic necessity.

We are of the view that early warning systems can be transformed into lifesaving tools that reduce vulnerabilities and protect civilians from both natural and man-made disasters, particularly in conflict-affected areas of Myanmar.

Second, integrate investments in youth: according to UNDP, Myanmar’s youth are not only struggling with disrupted livelihoods and education, but also with the loss of freedom from want, freedom from fear, and freedom from indignity. Now Myanmar is at serious risk of losing a generation.

Development therefore cannot be nurtured without investing in future generations and unlocking their full potential.

Investments in economic and educational opportunities, vocational training, mental health, and psychosocial support can help enable young people to play an active role in shaping our country’s future.

Third, strengthen the humanitarian-development-peace nexus: coupling humanitarian response with development requires sustained efforts not only to reinforce local leadership, but also to support relevant stakeholders that are genuinely committed to peace.

The National Unity Government and major ethnic democratic forces in Myanmar are coordinating through the Steering Council for the Emergence of a Federal Democratic Union (SCEF), clearly demonstrating the active phase of state building to achieve lasting peace and stability in the country.

Finally, I wish to conclude by echoing Mr. Administrator that development is indivisible from security, stability, economic growth, social cohesion and trust.

It is crystal clear that the destructive and violent military junta has no genuine role or desire to build peace and development in Myanmar.

Therefore, I urge the international community to support the people of Myanmar and their efforts to eradicate the military dictatorship and build a federal democratic union that leaves no one behind.
